Separate acute-care NIV from sleep/home CPAP requirements; evaluate modes, backup ventilation, alarm intensity, leak performance, oxygen connection, mask program, humidification, disinfection, and service accordingly.
Do not compare ventilators by screen size or base price alone; compare the usable ventilator package with circuits, sensors, oxygen cells, humidification, gas hoses, batteries, PM parts, and local critical-care service response.
WHO procurement and technical-specification principles are used as the baseline: intended use, level of care, functional requirements, utilities, accessories, consumables, spare parts, environmental requirements, training, warranty, maintenance, documentation, standards, regulatory evidence, and decommissioning cautions should be addressed where relevant.
Required Specifications
- State exact intended use for bipap/cpap system, clinical location, workload, user group, required patient/application range where applicable, and level of care.
- Specify patient category, pressure and mode ranges, trigger/cycle behavior, leak compensation, backup rate where required, oxygen entrainment/blending, monitoring, alarms, humidification, circuit/interface compatibility, and battery.
- Ventilation mode range, patient category, tidal volume or flow range, oxygen blending accuracy, inspiratory pressure range, PEEP range, alarm limits, internal battery runtime, gas supply requirements, and humidification compatibility should be declared.
- Ask vendors to state which sensors are reusable or consumable, including oxygen cell, flow sensor, expiratory valve, pressure lines, filters, masks, circuits, and humidifier chamber compatibility.
- Patient range, measured or delivered parameters, alarm limits and priorities, display/trends, battery runtime, mounting/transport requirements, cleaning compatibility, and accessory package.
- Power and gas requirements where relevant, network/central station/interface scope, cybersecurity policy, data export, and downtime workflow.
- PM procedure, performance verification method, required analyzers/test tools, calibration needs, spare parts, and loaner/escalation policy.
- Name, category, and coding: generic name, specific type or variation, local naming/coding where available, and keywords linked to service area.
- Purpose of use: clinical or operational purpose, level of care, clinical department/ward, user group, and overview of functional requirements.
- Technical characteristics: critical measured or delivered parameters, ranges, displayed parameters, user-adjustable settings, alarms, compatibility, and interoperability.
- Physical and utility requirements: dimensions/mobility, electrical supply, battery, water, gas, drain, network, environmental operating/storage limits, humidity, dust, and transport/storage conditions.

Evaluation note: Score measurable compliance and evidence. Do not score unsupported claims, brochure adjectives, or brand preference.

Bidder shall submit five-year lifecycle cost including PM kits, consumables, major spare parts, batteries/sensors/probes where applicable, labor/travel, software support, and post-warranty rates.
Vendor evidence: Lifecycle price schedule, PM checklist, spare-parts list, service report sample, and escalation contacts.
Evaluation note: Compare total ownership cost and downtime risk, not purchase price alone.
Optional Specifications
- Advanced modes, central monitoring, telemetry, remote viewing, extended battery, neonatal/pediatric packages, additional modules, or interface licenses.
- Extended accessory replacement coverage, uptime support, or training package.
Accessories
- Include NIV circuits, exhalation ports/valves, masks by type and size, headgear, bacterial filters, humidifier/chamber, oxygen adapters, tubing, trolley, battery, and skin-protection accessories.
- Price adult and pediatric circuits, filters/HMEs, expiratory valves, flow sensors, oxygen cells, humidifier chambers, temperature probes, NIV masks, nebulizer adapters, trolley, arm, power cord, gas hoses, and spare battery.
- Complete bed-level package: cables, probes, cuffs, sensors, hoses, filters, batteries, chargers, mounts, trolleys, disposable/reusable consumables, and test accessories as applicable.
- Network accessories, central station components, data export tools, and spare accessories by bed count.
Compliance Requirements
- The bidder shall provide a clause-by-clause compliance matrix with documentary evidence for each mandatory and scored requirement.
- The bidder shall submit an itemized scope of supply, including main equipment, accessories, consumables, software/licenses, installation, commissioning, training, warranty, PM, spare parts, and exclusions.
- The bidder shall provide lifecycle cost information for at least five years, including consumables, PM kits, major spare parts, software support, labor/travel, post-warranty rates, and expected replacement items.
- The bidder shall provide an acceptance and handover plan covering configuration verification, safety/performance inspection, user training, biomedical handover, inventory data, manuals, warranty certificate, PM schedule, and service contacts.
- The bidder shall identify the generic device name, specific type or variation, intended level of use, clinical department, and functional purpose so the Hospital Administration/Procurement/Biomedical Dept can confirm the offered device matches the actual service need.
- The bidder shall list utility requirements, environmental operating/storage limits, accessories, consumables, spare parts, packaging/labelling requirements, applicable standards, regulatory approval/certification, and decommissioning/disposal cautions.
- Bidder must provide documents for the exact offered model, supplied configuration, software version, accessories, and country-specific supply scope.
- Bidder must identify applicable standards, approvals, certificates, local installation requirements, safety documentation, and any limitations of the supplied evidence.
- The hospital shall verify local regulatory, accreditation, radiation, electrical, infection-control, and import requirements before award where applicable.
Warranty Requirements
- State warranty duration and start trigger: delivery, installation, commissioning, or final acceptance.
- Separate warranty for main unit, accessories, batteries, sensors, probes, software, consumables, installation workmanship, and third-party components where applicable.
- Disclose exclusions for consumables, user damage, cleaning-fluid damage, utility problems, software upgrades, travel, labor, preventive maintenance, calibration, and accidental damage.
- Provide post-warranty service contract pricing and spare-parts availability commitment for at least five years where possible.
Training Requirements
- Provide end-user training before clinical handover using the hospital's actual workflow and supplied accessories.
- Provide biomedical engineering or facilities training covering daily checks, first-line troubleshooting, PM expectations, documentation, escalation, and safety cautions.
- Provide attendance sheets, training materials, competency checklist where relevant, and refresher-training pricing.
Service Requirements
- Biomedical engineering should review ventilator analyzer requirements, flow and pressure calibration, oxygen-cell replacement, battery test method, valve and turbine service, software logs, and availability of service training.
- PM should include performance verification with a calibrated ventilator analyzer, oxygen concentration check, pressure/flow accuracy, leak test, alarm test, battery test, filter inspection, software/log review, and cleaning-condition review.
- NIV-device TCO includes masks and headgear, circuits/valves, filters, humidifier consumables, batteries, pressure/flow calibration, oxygen use, and replacement caused by interface damage or poor cleaning.
- TCO is driven by circuits, filters, flow sensors, oxygen cells, expiratory valves, humidifier consumables, batteries, calibration labor, analyzer availability, service response, and loaner coverage during ventilator-down events.
- Ask for five-year accessory, sensor, battery, PM kit, valve/pump/module, labor, travel, and post-warranty pricing.
- Define emergency support for device-down failures, loaner availability, spare-parts stock, PM duration, and service report format.
- Acceptance shall create the inventory baseline: asset identification, serial numbers, software version, accessories, warranty dates, location, risk/criticality, PM interval, and service contact path.
- Maintenance planning shall distinguish performance inspection, safety inspection, preventive maintenance, and corrective maintenance rather than treating all service activity as one generic visit.
- The vendor shall provide PM procedures, required test equipment, spare-parts recommendations, service report format, escalation process, and training needed for hospital first-line checks.
- Service records shall be usable for audit and first-year review: fault history, parts used, measured values where applicable, open risks, corrective action, and next due date.
- Maintenance documentation shall state user-care tasks, cleaning/disinfection method, calibration or testing equipment, advanced maintenance tasks, software/hardware upgrade path, and post-warranty spare-parts availability.
- Vendor must provide PM frequency, service report format, required test equipment, calibration requirements, critical spare-parts list, emergency response time, and escalation contacts.
- Vendor must submit a five-year lifecycle price schedule for consumables, accessories, PM kits, batteries/sensors/high-wear parts where applicable, software, labor, travel, and post-warranty support.
